This directive follows a speech by Gulbuddin Hekmatyar, the leader of Hezb-e-Islami;
Taliban intelligence has alleged that he established contact with the terrorist group ISIS-Khorasan.
This accusation is made despite the fact that the Taliban and ISIS are groups linked to one another—two sides of the same coin.
